For Distinguished Service to County.   General Arter is currently the vice chairman of the board of the Armed Forces Bank, N.A.   His distinguished career includes his having served as the commanding general of the Sixth United States Army, Presidio of San Francisco,   and the United States Military District of Washington D.C.   He was the commander of the 1st Brigade, 101st Airborne Division, Vietnam.   His awards include the Distinguished Service Medal, Silver Star, the Legion of Merit, the Distinguished Flying Cross, the Bronze Star Medal, the Purple Heart and many others.   He is a current member of the Ohio University Foundation Board of Trustees.
